There are many flaws. The constitution is the glue that binds us. The consent of the governed is what makes it enforceable. Article #1 Section #27 has been ignored and abused. We have a right NOT to be poisoned. We also have a right to be heard. Where were the public hearings? Some municipalities belong to private organizations. PSATS for townships and the Pa Boroughs Association. Neither are the voice of the people! NO Municipality said they wanted to throw their expensive Zoning Ordinances in the garbage! Nor did they want to give up their policing powers. The Pa. Municipalities Planning Code gives Municipalities certain rights granted in the constitution. The present elected officials that voted for PL 13 took that away, saying in court that the communities were their children. Here again , the Tail waggs the Dog. They forgot that they were voted in to that position to serve us, NOT RULE US! They are home now and need to hear from you. This is not a spectator sport where you sit on the sidelines.
